Context and Background
International Medical Corps is anticipating funding for an emergency assistance project that will start in January. Through the Emergency Assistance to Vulnerable Populations in Yemen project, IMC will address health concerns and immediate malnutrition as well as underlying causes. Integration of health services and nutrition and hygiene interventions will be addressed in order to achieve maximum impact. Health activities will focus on building the capacity of the primary health care system to provide sustainable maternal and child health services as well as institutionalizing the WHO program on Integrated Management of Childhood Illness (IMCI). Nutrition sector activities will focus on implementing a community based management of acute malnutrition program that includes the establishment of stabilization centers, outpatient therapeutic programs, management of moderate acute malnutrition, and community mobilization. WASH sector activities will focus on hygiene promotion, and health promotion/prevention for reduced transmission of major communicable diseases.
Primary Responsibilities of this position:
• Assist and support the Country Security Manager (CSM) in designing and implementing a security management system specific to IMC’s programs and presence in Yemen, within the global security framework.
• Evaluate, monitor, and assess newly implemented security systems (as a new country, there are no systems in place), program sites, and IMC offices, guest houses, warehouses or other IMC facilities to ensure compliance with Minimum Operating Security Standards (MOSS)
• Hold/attend regular meetings with Country Director and Country Security Manager (CSM) to review, advise and improve IMC’s program security infrastructure, actively listening to their perceived needs and giving advice and guidance as needed.
• Assist the CSM in providing formal written weekly security reports to the HQ Security Department, as per policy.
• Monitor and report on thelocal security environment as it relates to IMC staff, programs, beneficiaries and assets.
• Assist the CSM in ensuring that all newly arriving staff to Yemen, including volunteers, consultants or guests are given a detailed and contextually relevant security briefing.
• Assist the CSM in ensuring staff acknowledgement of said briefing is sent to HQ security department.
• Assist the CSM in designing and implementing a standard staff tracking mechanism, allowing the IMC Security Department to be apprised of the whereabouts of all staff, at all times.
• Ensure all staff comply with proper security incident reporting and management, as mandated by IMC’s Global Security Policy. This may include incident mapping and analysis.
• Advise the CD/CSM regarding contracted guard services, insuring drivers and guards (regardless of their employment status) receive regular training and understand the importance of their role within IMC, IMC’s core values and their responsibility to the organization.
• As directed by the CD and/or CSM, travel to each site in their AOR on a regular basis to perform security surveys, update SOPs and Guidelines, insure the implementation of policies and procedures and provide training and guidance to IMC staff and leadership.
• Liaise with local community leaders, religious leaders, Government personnel, NGO’s and UN organs, regarding contextual and applicable security agenda’s, to include information sharing (managed by CSM).
• Work with site Security Focal Points in support of their ToR
• Perform other duties as assigned by Supervisor.
Qualifications & Skills:
• Previous experience working for an international NGO is preferred
• Ability to read, analyze, interpret and write technical and non-technical English language documents and manuals
• Ability to effectively present information and respond appropriately to questions from senior staff in the field and HQ, counterparts, senior government and others
• Strong diplomatic interpersonal and troubleshooting skills, including the ability to adapt to different cultures, mentalities and circumstances
• Previous employment as an NGO security representative is preferred, but not required.
• Previous Military service is preferred.
