Project Description:
In partnership with Yemen Supreme Commission for Elections and Referendum (SCER), IFES will undertake a program that builds upon the advances and the gains already made by the SCER and further strengthen and build its capacities to safeguard a peaceful transfer of power in a manner consistent with international standards and best practices and which is accepted by Yemeni citizens. In the short-term IFES’ program aims at ensuring that the SCER--through the development of its ability to respond rapidly to the electoral calendar, and the enhancement of its neutrality, transparency and professionalism--is capable of managing the presidential elections or any other electoral event in an effective, open, transparent, credible and timely manner.
Position Summary:
The Finance/Administrative Officer under the direction and supervision of the Deputy Chief of Party (DCoP), will oversee the daily financial management of the project and manage, and review in-country financial reporting. S/he will coordinate with the DC office on programmatic and management issues.
Duties and Responsibilities include:
Financial:
• Serve as point of contact on all office management, administrative and financial issues.
• Management of all field office expenditures.
• Enter and maintain all project expenses via QuickBooks.
• Ensures that procurement & expenditures are in accordance with USAID and IFES policy and regulations.
• Collect office bills and prepare check requests for regular office expenditures and submit them for approval to the Chief of Party.
• Prepares vouchers and receipts for all deposits and withdrawals to and from the project accounts, and record them in the pre-defined chart of accounts in the system.
• Prepare, in close cooperation with the Chief of Party and DC Program Officer - MENA, monthly financial reports for all accounts with necessary reconciliation and bi-monthly closing entries.
• Supervise and review petty cash custody and the petty cash reconciliation on a bi-monthly basis.
• Maintains proper and confidential filing of finance related documents, office asset register and project equipment inventory list.
• Review employee monthly payroll in accordance with approved timesheet.
• Track vacation and sick leave accrual sheets.
• Monitor contracts payments and contract ceiling.
• Other duties as assigned by the Chief of Party and/or Deputy Chief of Party.
Administrative:
• Provide administrative support to all program staff as needed.
• Provide program administration support to all project staff.
• Assist with the logistics of conferences, workshops, seminars, luncheons, meetings etc.
• Maintain calendar of events.
• Management of service contracts.
• Maintain program contact database.
• Plan and expedite airlines, hotel and visa arrangements.
• Photocopy, fax, mail and file documents, etc.
• Other duties as assigned.
Requirements:
• Minimum Required Bachelor’s degree
• At least 03 years of relevant experience
• Strong knowledge of Excel, Word, Accounting software such as Quicken preferred.
• Detailed oriented and organized.
• Ability to prioritize, take direction, and handle varied tasks within deadlines.
• Strong communicator, both verbally and in writing; Fluency in both written and spoken English and Arabic
• Collaborative, team oriented individual.
