Project Description:
In partnership with Yemen Supreme Commission for Elections and Referendum (SCER), IFES will undertake a program that builds upon the advances and the gains already made by the SCER and further strengthen and build its capacities to safeguard a peaceful transfer of power in a manner consistent with international standards and best practices and which is accepted by Yemeni citizens. In the short-term IFES’ program aims at ensuring that the SCER--through the development of its ability to respond rapidly to the electoral calendar, and the enhancement of its neutrality, transparency and professionalism--is capable of managing the presidential elections or any other electoral event in an effective, open, transparent, credible and timely manner.
The Program Officer will be responsible, under the direct supervision of the Deputy Chief of Party (DCoP) and the guidance of the Chief of Party (CoP), for assisting in the execution and management of IFES’ programs in Yemen.
Duties and responsibilities include:
Program Activities:
• Assist in executing program activities, such as election observation missions, roundtable discussions, conferences and training seminars.
• Conduct research related to project proposals and program activities.
• Facilitate IFES oversight of program administration and implementation.
• Communicate regularly with the DC office on program activities and implementation.
• Coordinate closely with the COP and the DC office on administrative, programmatic, and financial issues.
• Ensure that donor-specified program and financial reporting requirements are met in coordination with the Deputy CoP and MENA Program Officer
• Under the guidance of the DCoP, liaison with key contacts at the SCER, as well as stakeholders, government officials, political parties, members of Parliament, local and international NGOs, etc.
• Conducts basic research and provides general support in proposal development process.
• Schedule appointments for senior staff and visiting consultants.
• Translate project documents as assigned by the Deputy CoP.
Administrative/Logistic Support:
• Provide administrative and operational assistance to the Deputy CoP, CoP and visiting international consultants and employees, as needed.
• Maintain a calendar of events.
• Translate internal memorandums, personnel forms and policies as assigned by the Chief of Party and/or Deputy CoP.
• Maintains project records and documents, including consultant contracts.
Bookkeeping:
• Assist the Financial Officer with project finance matters as needed.
Other Duties as Assigned:
• Other duties as assigned by the Deputy CoP or the CoP.
Requirement:
• BA in international development (preferred) or related field.
• At least 5 years of project management experience.
• Experienced with budget management and oversight of large single project or multiple small projects.
• Knowledgeable and experienced with USAID grant and contract proposals, regulations, and procedures. Strong working relationship with USAID personnel.
• Organized, effective time and resource manager.
• Highly Effective communicator, both verbally and in writing. Strong presentation skills.
• Highly proficient with Microsoft Excel, PowerPoint and Word (required); Knowledge of Quickbooks (preffered).
