The Responsive Governance Project - Yemen (RGP) is a three-year program funded by the US Agency for International Development (USAID) to strengthen Yemeni government institutions and improve its delivery of public services while encouraging more citizen participation in the political process. The (RGP) currently seeks qualified Yemeni candidates for the professional position outlined below.
JOB TITLE: Advocacy Officer
DEPARTMENT: Advocacy
POSITION LOCATION: Sana’a
REPORTS TO: Advocacy Manager
CONSULTS WITH: Component Technical Teams
OVERALL RESPONSIBILITY:
• Working directly with the Advocacy Manager, create a unit work plan and provide overall Advocacy support related to the implementation of the Responsive Governance Program (RGP)
• Understand, apply and enforce CPI policies & Local Laws, in particular related to compliance with program policies;
• Plans day-to-day work of the unit, assigns duties to the support staff, monitors flow of work, reviews individual workloads and makes adjustments as required in order to provide efficient service and achieve objectives;
• Provide necessary training and/or orientation on technical matters & procedures to broader RGP staff & CSO partners.
KEY AREAS OF RESPONSIBILITY:
• Support design, develop, and implement program strategies to support nation-wide and local Advocacy and Civic Engagement Initiatives in Yemen under the supervision of the Advocacy Specialist;
• Assist the Advocacy Manager in the needs assessment for the partner NGOs in advocacy capacity-building, and assist them in developing and implementing national and local level advocacy campaigns in line with existing legislation;
• Monitoring the implementation of advocacy campaigns;
• Assist the Advocacy Manager in arranging and coordinating cross-border exchanges for NGO leaders and government officials;
• Assist in identifying potential and establishing contacts with advocacy program allies including NGOs and coalitions, other USAID implementing partners, media representatives and government officials;
• Assist the Advocacy Manager in providing guidance, technical assistance, and conduct training in designing, organizing and delivering advocacy trainings and other capacity building interventions to target groups including the RGP NGO partners, media, government officials and other stakeholders;
• Establish and maintain sound working relationships with local government officials, ensuring that government counterparts are fully informed of project activities, and that the project considers their inputs on different advocacy issues;
• Contribute in writing the project reports, success stories and press releases;
• Actively participate in other project training such as institutional strengthening, gender, youth, media, and monitoring and evaluation;
• Contribute to the overall RGP planning, development and participate in the development of work plans;
• As requested, assist in planning to facilitate, and/or participate fully in meetings and ad hoc working groups;
• Keep informed on Civil Society issues and developments in Yemen;
• Developing sound knowledge on the various areas of institutional strengthening, gender, youth, media and monitoring and evaluation methodologies and tools, to support RGP activities as appropriate;
• Assist Advocacy Manager in drafting activity-based reports as required;
• Ensure that advance received is spent in line with the approved budget;
• Prepare budget for program- related activities & proper clearance of advance received;
• Assist the advocacy unit with any translation requirement;
• Prepare advocacy related presentations whenever required; and
• Perform any other duties might be required.
Terms of Employment:
• Duration of contract: 1 Year
• Probationary period: 3 Months
Required Qualifications:
• University Degree in relevant field. Preferably Communication, Social Science, or Development.
• Computer skills MS Office
• Fluent English and Arabic
• 5 Years experience on NGOs and CSOs work.
