Background
The project contributes to the economic and social empowerment of women and youth, improved livelihoods, rights, and gender sensitive policy support. It aims to empower socially and economically disadvantaged women and youth in market oriented technical, entrepreneurial and managerial skills, confidence building and empowering skills, necessary to improve their access to productive resources and sustainable earning potential. Training will be systematically linked and integrated with other critical interventions such as, access to markets, appropriate technology, microfinance, entrepreneurship development and follow up technical assistance. The project strategy is comprehensive, gender responsive, market driven, and community-based. It involves strategic partnerships with Hadramout Governorate, Local Councils, religious leaders, NGOs private sector, and relevant institutions, and will strengthen their capacity as responsible service providers, facilitators and advocacy actors. Effective monitoring and policy support based on gender sensitive data collection will be provided by the Women National Committee (WNC) office in Seiyun, which will play a key role. The project will initially be implemented in Hadramout Wadi Governorate and expanded to other governorates based on concrete results and experience developed
Duties and Responsibilities
The Project manager will work under the overall guidance of UNDP Poverty and Sustainable Development Team Leader and Programme Officer, and work in close collaboration with the project team, institutional partners (IPs) and WNC. She/he will provide overall technical direction and management support to the project in the strategic planning and operationalizing of the Gender and Economic Empowerment Project. S/he will assist UNDP in coordination and monitoring of project activities and implementation by institutional partners. The PM will ensure that capacity of the National Project Team is fully strengthened in the interest of sustainability and continuity.
• Review and become familiar with the Hadramout Governorate Economic Development and Poverty Reduction Strategy 2006-2015, Women and Development Strategy and become fully familiar with and knowledgeable about the UNDP Gender and Economic Empowerment Project, objectives and strategy and the work plan;
• Provide leadership and strategic thinking to ensure proper implementation of project activities;
• Overall management and planning of the implementation of the project’s activities;
• Support the project team through relevant technical inputs, and strengthen their capacity for their respective tasks, including the adaptation of best practices;
• Manage and administer the day-to-day operations to ensure the effective implementation of the project activities.
• Provide technical management support for the timely implementation of project activities as per the annual work plan (AWP), maintaining flexibility to shift priorities in the context of changing circumstances, and in consultation with UNDP management;
• Ensure that gender dimensions, conflict prevention and social cohesion, community participation are fully addressed as set out in project document, and that adequate capacity is developed in these areas for continuity and sustainability;
• Facilitate coordination and collaboration with Hadramout Governorate, Local Councils, WNC, NGOs, sub contractors, and experts to ensure that results are achieved, and that local capacities are enhanced to achieve project outputs;
• Ensure that mechanisms for coordination of IPs and GoY are well established and functioning;
• Liaise with the Project Board and its appointed Project Assurance to assure the overall direction and integrity of the project;
• Facilitate and support the work of the Women National Committee (WNC) in Seiyun on gender sensitive monitoring, policy issues, and knowledge sharing of field experiences;
• Advise on, and develop with the project team, ToRs and MoUs for subcontracting expert services of consultants including international and national consultants, and relevant institutions to support project implementation;
• In consultation with UNDP, collaborate with development partners and donors from the initial stages of project implementation to gain their interest, support, and inputs for resources mobilization; and coordinate their support to achieve project goals;
• Provide substantive advisory support on project issues as required, and perform other duties as deemed necessary;
• Follow up on the periodic meetings of the Project Board and the recommendation made to evaluate achievements, and to monitor project progress towards its outputs and outcomes including the use of gender sensitive indicators;
• Supervise the work of the national project team and administrative project staff, provide technical inputs to the project team as required, and ensure high performance levels;
• Monitor project progress against the work plan including financial management, and prepare annual workplans and progress reports quarterly and annually;
• In coordination with the project team and concerned GoY personnel undertake regular field visits to project sites to monitor activities, interact with the target group and IPs, identify field implementation issues and make recommendations. Ensure that these are followed up by the concerned parties

Required Skills and Experience
Education
• A post graduate degree in gender and development, economics, development management or studies, social sciences, or related fields.
Experience
• A minimum 8 years of proven experience in gender oriented development programming, project management, including professional expertise and practical work experience in integrated gender sensitive, market driven, community based approaches for economic empowerment, preferably within the UN system;
• Prior experience as PM in development projects focused on gender and economic empowerment;
• Demonstrated experience in collaborative work with Government, civil society, MFIs, donors, and the private sector focused on community based approaches.
Language:
• Fluency in written and spoken English and Arabic is required.
