The Office of the United Nations World Food Programme in Yemen is currently seeking a qualified candidate for the following post:
Post Title: Logistics Officer-COMPAS/LTSH
Duty Station: Sana’a

Duties and Responsibilities:
Under the direct supervision of the Logistics/Pipeline Officer, the incumbent will:
• Define logistics strategy within the WFP policies and procedures and ensure effective integration of air, sea and surface transport operations, including coordination with other organizations in the area; For field based positions, organize, lead and participate in Logistics Cluster interagency meetings;
• Provide leadership in specific technical areas of competence, i.e. air operations, freight forwarding, rail transport, fleet management, etc;
• Prepare logistics work plans;
• Analyze data on constant basis to root out COMPAS discrepancies and take appropriate steps to reconcile data.
• Develop data analysis tools; develop and utilize instruments and methods for the evaluation and quality control of data concerning the region.
• Compile the Daily stock and Dispatch Report for the Region and compare actual reports with COMPAS data on regular basis to avoid discrepancies.
• Prepare detailed unit work plan for Commodity tracking system (CTS) Unit and ensure its timely implementation.
• Draft guidelines for the COMPAS users, define and set up access levels to the various database users according to the needs
• Consolidate all findings and convert conclusions reached into useful formats, which can be interpreted by management for appropriate action and decision-making.
• Ensure a centralized and closely followed up issuance of Waybill and TR / LTI books, in this view, also ensure that all books and individual copies are fully accounted for at all time,
• Familiarize and work closely with COMPAS and make recommendation to improve the system Troubleshoot any and all problems occurring with COMPAS software and the database itself.
• Collect, analyse, interpret, and summarize data in preparation for generation of statistical and analytical reports.
• Track and analyze commodity movements from the external HUBS to the Area Offices.
• Administer LTSH (Land Transport Storage and Handling) funds for all Yemen operations.
• Develop policy for maintaining accurate LTSH management procedures; including regular reviews of LTSH budgets,
• Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews;
• Contribute to project documents, including LTSH computation and other budgetary issues;,
• Regularly and timely reconciliation of LTSH accounts including analyzing funds utilization, cost variances, and other performance indicators and provide monthly LTSH fund status report to management.
• Establish effective monthly cash needs/forecast for all LTSH activities within the CO;
• Maintain database for capturing all LTSH expenditures;, Ensure correct and timely process of payment;
• Compile CCTI report timely as required;
• Guide and train staff performing related work
• Maintain appropriate records of reports & results.
• Provide a variety of professional services to the department in areas of expertise.
• Perform miscellaneous job-related duties as assigned.
Results Expected:
Under close guidance of the subject specialist and/or supervisor, a junior member of a team applies conceptual models in support of project design, provides rudimentary analysis of project parameters, actively contributes to the compilation, maintenance and reporting of data and the identification and mobilisation of resources for successful logistics operations.
Qualifications:
Education: University degree in business administration, engineering, computer science, statistics, economics (preferably transport economics), quality assurance, technical, statistics or management related to the area of work, i.e. air transport, surface transport, etc.
Experience: At least one year of postgraduate professional experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management. Proficiency in Windows (MS Word, MS Excel) and some transport tracking system experience.
Language: Fluency in both oral and written Arabic and English enough to express views clearly.
Knowledge: Training and/or experience utilizing computers, including word processing, spreadsheet and other software packages
