Ended FFP Roving MEAL Coordinator
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The FFP Roving Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator is responsible for the overall coordination of all FFP MEAL outputs and deliverables in Hodeida and Hajjah. The Food for Peace (FFP) funded project, is a Lifesaving Emergency Food Security Program (EFSP) intervention for conflict-affected population funded by USAID/FFP. The Goal of the project is to support conflict-affected families in Yemen meet urgent food needs and reduce use of negative coping mechanism.
The FFP Roving MEAL Coordinator will lead MEAL related actions that contributes to strategy development and project design including assessment, logical framework design and development of MEAL performance plan. The post will develop MEAL implementation plans, coordinate and support FFP MEAL Officers in Hajjah and Hodeida to complete all planned task within agreed timeframe. The post holder will work in close coordination with field office (FO) MEAL team and directly with FFP MEAL Officers in each (FO) to lead FFP MEAL system implementation including monitoring, accountability initiatives, support evaluations, compile lessons learnt, FFP MEAL resources mobilisation and management and recruitment when its necessary. The position will mentor, coach and build capacity of FFP MEAL Officer and other MEAL staff in the FOs and ensure a strong, inclusive, child-friendly, accessible accountability system.

KEY AREAS OF ACCOUNTABILITY:
Implementation of MEAL
- To provide a coordinated leadership ensuring that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter in FFP project delivery.
- Coordinate, directly with FFP MEAL Officers to support and strengthen FFP MEAL data collection, entry and review.
- Ensure accurate and up to date MEAL plans are in place for each FFP FO MEAL activities (inclusive of donor, project & output tracker data) including supporting teams to include an element of quality monitoring.
- Responsible for roll-out of MEAL system based off FFP SOP, coordinating the FFP MEAL Officers and team to increase data quality through supervision, verification and feedback, providing training and mentoring where necessary.
- Support implementation of programme assessment, surveys and evaluations, including facilitating itineraries, training field staff for data collection; facilitate focus groups and other qualitative data collection exercises.
- Technically participate and provide support to implement Evaluation, baseline and end lines
- Monthly evaluation of program progress against indicators and quarterly qualitative and quantitate evaluation with close cooperation with senior management staff.
- Develop monitoring tools during programme design, in line with Save the Children global initiatives, donor requirements, and other internal monitoring and evaluation framework.
- Ensure the MEAL system capture both quality and quantitative components; Initiate and Manage the implementation of Quality benchmarks review on a regular system across the project target areas.
- Lead the implementation of a FFP MEAL system/ MEAL Framework and ensure that the organisation delivers on all internal and external MEAL requirements in a timely manner and with high quality information.
Using Learning and Feeding in Program Design
- Contribute to FFP project design and proposal development: theory of change, log frame and indicators and budget.
- Present Information that support Technical team develop an evidence based programmes
- Support and ensures that programme goals and activities uphold the principles of the key national and international humanitarian frameworks, codes and commitments
- Integrates beneficiary accountability principles into the approach
- Ensure the development and functionality of a learning system that regularly feed into high programme design
- With support from FFP Project Director and PDQ Deputy Director identify MEAL staffing needs for emergency programmes, and support rapid recruitment, induction, performance management and training.
- Lead Capacity Building Events for the MEAL and other programme staff ensuring a high capable team is in place all the time.

Bachelor degree/social since is preferable .
EXPERIENCE AND SKILLS
- 4-5 years of experience of working in humanitarian programmes
- Experience doing MEAL in Food Security & Livelihoods and Cash Transfer Programming related projects.
- Knowledge/Experience working with food security indicator – FCS, rCSI/CSI, HHS, HDDS etc.
- Knowledge and experience working with of logical framework, theory of change and performance framework.
- Experience of, and commitment to working through systems of community participation and accountability
- Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
- Experience of training and capacity building
- Knowledge of institutional donors and experience of developing proposals
- Ability to write clear and well-argued assessment and project reports
- Excellent communication skills
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A high level of written and spoken English
