Emergency ONG ONLUS is an independent international organization founded in Italy in 1994 to provide free, high quality medical and surgical treatment to the victims of war, landmines and poverty. Emergency ONG ONLUS seeks to promote healthcare as a basic human right for any individual without any discrimination as to race, color, sex, religion, social origin or political opinion.

Emergency ONG ONLUS is duly registered at the Supreme Council for The Management and Coordination of Humanitarian Affairs and International Cooperation (SCMCHA) and it is planning to start soon its activity in the country, in strict cooperation with the Ministry of Public Health and Population, with the creation of a Surgical Centre in the city of Hajjah.

(a)  PURPOSE OF THE REQUEST FOR QUOTATION

With the present letter, we would like your company to submit your best quotation for the Provision of Drugs and Consumables for Emergency Surgical Centre in Hajjah – Hajjah Governorate – Yemen.

This Call for Quotation is aiming to identify the most reliable contractor/contractors providing the best value for money. In order to assure the quality of the supply, Emergency ONG ONLUS looks for the highest available quality for each item provided. The tender is divided in lots, therefore, the bidder can provide quotation for one or more items included in Annex 4.

(b)  INSTRUCTIONS TO SUBMIT PROPOSALS

Quotation must be submitted in two sealed envelopes (envelope 1 and envelope 2) with evidence of the name of the company and delivered at Emergency ONG ONLUS office in Sana’a – Yemen. For further details related to the address, kindly refer to: logistician.sanaa@emergency.it

Envelopes must be delivered between May 07th  2021 and May 10th  2021.

Delivery time is from 09:00 am to 03:00 pm.

Bidders are invited to submit an Expression of Interest by the 17th April 2021. It is assumed that submitting an Expression of Interest is not a mandatory requirement.

Bidders can submit Clarifications Request by the 24rd April 2021.

Emergency shall replay to the clarifications request received by the 29th  April 2021.

Offer should be provided on the company letterhead, including payment conditions, timing of delivery and validity of the offer, that should not be less than 3 months. Prices should be indicated for single pieces and for minimum selling package. ITEM LIST YMN-2021-TENDER-PHARMACY-01 properly filled should be provided both in pdf and xls format.

All Tender Documentation, including all Annexes must be stamped, signed and sent back to Emergency together with your quotation and all documents required.

The Bidder must seal the “Original” and “keep a Copy for his record”.

Quotations received by Emergency ONG ONLUS after the above-mentioned deadline, for whatever reason, will not be considered for evaluation. Emergency ONG ONLUS is not bound to accept any application or give reasons for rejection or acceptance.

It shall remain responsibility of the bidder to ensure that the envelopes containing all the required documents is promptly delivered at Emergency ONG ONLUS office in Sana’a on or before the deadline.

When submitting your quotation, kindly ensure that all documents are signed and stamped.

QUOTATION DOCUMENTS REQUIRED

The following shall constitute the Quotation Documents to be submitted by the Bidder:

Envelope 1

  1. Company profile;
  2. Code of Conduct & Ethical;
  3. Business License for Medical Supply issued by SBDMA (Supreme Board of Drugs and Medical Appliances);
  4. Pharmacist registration issued by SBDMA
  5. Tax Registration Certificate;
  6. ISO 9001 certification;
  7. Company Organization Chart;
  8. Number of Employees;
  9. Importation License;
  10. Letter of Authorization from the manufacturer;
  11. Annual Turnover 2019 and 2020;
  12. List of all clients supplied during last 4 years, specifying:
    1. Contract subject, with brief description of items provided;
    2. Location;
    3. Client Name;
    4. Contract value;
    5. Delivery time;
  13. Quality Assurance Manual;
  14. SOP (Standard Operating Procedures) implemented in the company concerning the management of pharmaceuticals;
  15. GDP Certificate;

Envelope 2:

  1. ITEM LIST YMN-2021-TENDER-PHARMACY-01 filled with unit price (single piece), pack/box price and total price in USD.

  1. Item Registration number at SBDMA for each product offered;
  2. Samples for the item offered as referred in column L named SAMPLES n° of pieces of the ITEM LIST YMN-2021-TENDER-PHARMACY-01 attached (Annex 4);
  3. Manufacturers GMP Certificates;
  4. Certificate of Analysis for each product offered;
  5. Technical specifications and data sheets of items offered and related availability in Country, in terms of time;
  6. Expiring date of item offered;
  7. Proposed timetable for delivery on site;
  8. Bid security equal to 2% of the Bid value (The Bid of Security must be a guarantee released by the bank, cheque signed by the bidder will not be accepted)

All documents must be submitted both in hard and soft copy. For the soft copy, kindly provide it on USB flash drive support. All prices must be in USD. All documents submitted must be in English.

The Bidder shall bear all costs associated with the preparation and submission of his Quotation and Emergency ONG ONLUS will not in any case be responsible and liable for the cost incurred.

(c)  ELIGIBILITY

Submitting Proposal is open on equal terms to any legal company matching the qualification requirements. For Eligibility requirements please refer to ANNEX 1.

The contract issued shall be subject to the General Terms and Conditions here in in ANNEX 2.

(d)  SELECTION CRITERIA AND AWARD PROCESS

Proposals will be assessed by the Evaluation Committee according to the Evaluation Criteria specified in ANNEX 1.

The tender is composed of 16 Lots listed in ANNEX 4 that will be evaluated and awarded independently.

In addition, in order to ensure the provision of the highest available quality for each item, EMERGENCY shall reserve the possibility to award to different bidders the items included in a lot.

The quotations that reach the highest evaluation criteria score shall be selected, as per the criteria listed in ANNEX 1. All the others shall be rejected.

Emergency shall reserve the possibility not to award items/lots that do not meet the specified requirement by imports them in order to ensure compliance with the required standard.

Emergency ONG ONLUS is not bound to accept any quotation, nor award a contract/purchase order, nor be responsible for any cost associated with your preparation and submission of a quotation, regardless of the conduct or outcome of the selection process.

Emergency ONG ONLUS implements a zero tolerance on fraud and corrupt practices. Proposer acknowledges that it has reviewed and accepts Emergency Declaration of Ethical and Regular Activity here in ANNEX 2.1.
